In the midst of this pandemic, we see governors rising up in an unprecedented way, using their political powers to force the federal government to assist their states. This became needed because the Predator in Chief is being purposefully remiss in his duties and obligations.
Being politically ignorant as he is, I surmise that Trump is just beginning to realize the differences in governmental powers, and the weight governors can bring to bear, either for ot against him.
We are in the midst of a state of emergency. At this time, several states have called in National Guards. Other states have called for their citizens to shelter in place, stay/work from home, public places are being temporarily shuttered, etc and It promises to get worse.
I think if we continue to follow this trend, it will be a matter of time before FEMA gets put into play nationally, since Trump has announced a state of emergency. IF that happens, this is what it would look like:
Fema is broken down into 10 regions, who would/could probably be designated "governors", and are only answerable to the president. As we know and as history has proven, Trump would ONLY put his yes-men/ disciples/cult members in places of power, ensuring he has absolute and total control.
There you have it as plain and simple as I can put it.
10 kings who are not kings but become kings/rulers for a short while: FEMA heads.
Mountain means hill, and more than likely symbolic for high place of power.
In times past, we thought these "kings" would be rulers outside of this country, but when we consider scripture and the book of Revelation as a whole, America being the military, economic, political and spiritual (albeit, not Christian) world power that she is, and also the leader in debauchery, lasciviousness, lewdness, material greed, etc, we can safely and accurately discern America to be the Whore of Babylon.
Revelation 18:2-3
2 And he cried mightily with a strong voice, saying, Babylon the great is fallen, is fallen, and is become the habitation of devils, and the hold of every foul spirit, and a cage of every unclean and hateful bird. 3 For all nations have drunk of the wine of the wrath of her fornication, and the kings of the earth have committed fornication with her, and the merchants of the earth are waxed rich through the abundance of her delicacies.
Revelation 18:7-8
7 How much she hath glorified herself, and lived deliciously, so much torment and sorrow give her: for she saith in her heart, I sit a queen, and am no widow, and shall see no sorrow. 8 Therefore shall her plagues come in one day, death, and mourning, and famine; and she shall be utterly burned with fire: for strong is the Lord God who judgeth her.
Revelation 18:23
And the light of a candle shall shine no more at all in thee; and the voice of the bridegroom and of the bride shall be heard no more at all in thee: for thy merchants were the great men of the earth; for by thy sorceries were all nations deceived.

The President needs support of the state heads to move as a singular machine and entity. Also, president Trump declaring a state of national emergency, is setting himself to be able to move like a king in a chess game, for a limited time, without being answerable to the rest of the government.
